The Earth's proximity to the sun and the existence of continents and oceans makes for very active weather here. Heat from the sun evaporates the oceans, drives the water cycle, and produces air currents. Differential heating of the oceans and the continents and the topography of the continents also helps produce storms. Neptune is much farther from the sun and does not have a solid surface, so it would be harder to produce weather there. I believe that the Voyager probes took pictures of a few large storms on Neptune, but the number of storms is much less than on Earth.
