Are there plans to launch another satellite to continue our study of the
outer planets?

Yes!  While HST does aid the planetary science study effort, actual
planetary spacecraft missions are best suited for detailed planetary
study.  In a little over a year, there is the planned Cassini launch
to Saturn and its moon, Titan.  A mission to Pluto has also been
proposed.  NASA's planetary science missions are managed by the Jet
Propulsion Laboratory (JPL).  You can find out more through the
